How do I form a militia

Changes in the armed forces are imminent

The armed forces are facing a profound restructuring. The departmental management reduces national military defense to a minimum. The military is geared towards cyber defense and disaster control. The threat scenarios and demands of several billion euros drawn during the last inventory less than a year ago are not taken into account.

The 16 billion euros demanded by Transitional Minister Thomas Starlinger are “not realistic” and the threat scenarios are exaggerated, according to a background discussion on the part of the ministry leadership.

Military national defense not a focus

In the defense chapter of its program, the federal government focused on "probable threats" and these do not foresee any conventional attacks on the republic and also no systemic terrorism, which is described in the Starlingers report.

On the other hand, natural disasters, migration, pandemics, cyber threats, a major power outage and individual terrorist attacks are seen as probable challenges. Military national defense is considered unlikely. One wants to keep this ability, but not the scope. One wants to concentrate on using the population, military national defense is no longer a focus.

Strengthening the militia

The troop structure is to be essentially retained, but there will be a further reduction in heavy weapons and “noticeable reductions in personnel”, which are to be achieved through natural departures. At least one battalion per branch of service should remain. Battalions are not disbanded, but restructured into fighter brigades. Barracks closings are not excluded, it said.

The restoration of the militia system is defined as the focus. At the moment it is the case that the armed forces are training basic military servants and applying a little to register for the militia. Operations at home and abroad are to be significantly strengthened by militiamen, thereby basic military servants are to be adequately trained (for future militia functions).

Planning for assessment

All these plans are to be assessed by the General Staff, which examines the implementation and the effects on the operational capability of the Federal Army. The implementation is to be implemented in a broad process involving the military commanders, brigade commanders, battalion commanders, company commanders and the militia. The time horizon for this is the legislative period.
